Offense: Domestic Assault

Offender: Roberto Fraire

Location of Incident: 1115 S Pine St
Brief Narrative: On 7/24/2024 around 23:25 officers responded to 1115 S Pine St in reference to a domestic assault. Officers contacted a female in the house who advised during an argument her boyfriend, Roberto Fraire held her down by the shoulders and neck. The female was seen to have visible injuries on her neck from being held down. A juvenile female was present during this altercation and confirmed Roberto placing his hands around the female’s neck. During the altercation, Roberto would approach the juvenile and get close to the juveniles face and screamed expletives at her. This scared the juvenile causing her to fall to the ground. Roberto would deny the argument becoming physical. Roberto would be placed under arrest for 3rd degree domestic and negligent child abuse. While at Hall County Corrections Roberto would tense up and resist going through the entry door of the facility where officers had to force him through the door. Roberto was found to have two prior convictions for Domestic Assault in Hall County (3/20/2024 and 10/14/2015). Roberto Fraire was arrested for 3rd Degree Domestic With Prior, Resisting Arrest and Negligent Child Abuse.

Brief Narrative: On 07/23/24, Vicencio Gonzalez Perez (45 year old male) began conversing with a juvenile female who identified as being 13 years old via social media. Vicencio advised the 13 year old female that he wanted to meet with her and have sex. On 07/24/24, Vicencio conversed with the same 13 year old female via social media. Vicencio told the juvenile female he wanted to meet on 07/24/24 to have sex at his residence. Vicencio arrived at the designated location and was subsequently arrested for Sexual Assault; Use of an Electronic Communication Device.

Location of Incident: N North Rd & Craig Dr
Brief Narrative: On 07/24/2024 Officers attempted to conduct a traffic stop on a motorcycle at 423 N Cherokee and the motorcycle proceeded to not stop and was last seen going northbound from 423 N Cherokee. Officers would later locate a motorcycle matching the description of the motorcycle earlier at Craig Dr and North Rd. The motorcycle driver would proceed to drive and drove through a stop sign without stopping. The motorcycle would proceed to go southbound on North Rd from Craig Dr at high rate of speed and Officers would discontinue the traffic stop.

Location of Incident: W Faidley Ave & N Hwy 281
Brief Narrative: On 07/24/2024, fellow officers attempted to pull over a motorcyclist wearing a black ski mask and a white t-shirt where he fled the area at a high rate of speed. The motorcycle was observed traveling eastbound on W Faidley Ave from North Rd. Officer observed the motorcycle as the officer turned westbound onto W Faidley Ave from Hwy 281 with the driver wearing a black ski mask and white t-shirt. As the officer turned around on the motorcycle to attempt a traffic stop, the motorcycle maneuvered into the turning lane around a stopped vehicle and accelerated at a high rate of speed through the intersection while there was a red light for eastbound traffic. No overhead red and blue lights were activated. The motorcycle continued to accelerate at a high rate of speed eastbound on W Faidley Ave which was visually estimated to be traveling 55mph in a 35mph zone. The motorcycle was not followed due to traffic conditions and fleeing multiple attempted traffic stops previously.
