GI Man Arrested on Variety of Charges

Offense: Criminal Impersonation
Victim: Incident #: L24052471
Offender: Lathen Bills
Date and Time of Incident: between 5/29/24 & 5/30/24
Location of Incident: 1823 E Capital Ave
Brief Narrative: On 05/29/2024 around 2237 hrs, a traffic stop was initiated at 1823 E Capital Ave for a vehicle of interest. The male driver got out of the vehicle and refused commands. The male was secured in handcuffs and when he was taken to a patrol unit, the male attempted to flee on foot. The male was secured on the ground after trying to get away from the officer. The male then provided a name that was not his and that came back as a real person.

The male was later identified as Lathen Bills via a booking photograph from HCDC. Lathen did not have a driver's license. There was an open alcoholic container in the pocket of Lathen and in the vehicle. The passenger of the vehicle had an active and served protection order on Lathen. There were also two juveniles that are under the age of 16 years old in the vehicle. Lathen had a strong odor of alcoholic beverage coming from his person. The passenger stated
Lathen had been drinking all day along with Lathen having watery eyes. A preliminary breath test was requested and Lathen refused to provide a breath sample. A chemical test was requested and Lathen refused to submit to the chemical test.

Lathen was transported to HCDC. A records check came back with a prior DUI conviction (02/23/2024) along with a prior conviction for refusal to test (02/08/2018). Lathen was booked into HCDC for Criminal Impersonation, DUI 2nd Offense w/ Refusal, Refusal to Test (PBT), Refusal to Test (Chemical), Transport Child while Intoxicated x2, No Driver's License, Protection Order Violation, Resisting Arrest, and Open Alcoholic Container.
